A would-be thief was foiled by the watchful eye of a local resident.
Chatham-Kent Police got a call yesterday afternoon from an observant citizen who spotted some suspicious activity near a garage on North River Line.
Authorities say the accused was trying to steal some barrels from the property.
He was taken into custody and charged with theft under $5000.
