The provincial watchdog was called in to investigate an incident that took place in February of last year.
A 38-year-old man was hurt during his arrest on the eastbound 401 between Chatham and London.
The Special Investigations Unit says the man was driving a transport truck and at first refused to stop for police, but when he did, an altercation took place.
His foot was seriously injured in the scuffle, he was charged with impaired driving.
As a result of the investigation into the matter, the SIU has decided there were no reasonable grounds to lay charges.
