The suspect was spotted by officers on Prince Albert Road yesterday afternoon, shortly after getting a report of a gas theft on Richmond Street.
Chatham-Kent Police say when the accused refused to get out of the vehicle or show his hands to officers, he was forcibly removed.
The 46-year-old, of no fixed address, suffered minor injuries and was taken to hospital.
He now faces a long list of charges, including theft, possession of stolen property, flight from police, and assaulting an officer, and resisting arrest.
