Council to Decide On Major Changes To Chatham-Kent Water Services

Council will vote Monday on whether to dissolve the Chatham-Kent Public Utilities Commission (PUC.)

In November 2024, council approved a recommendation for KPMG to conduct a detailed review outlining options and proposing the ideal governance structure for Chatham-Kent’s water and wastewater services.

In the report being presented Monday night, KPMG recommends dissolving the PUC and shifting water and wastewater governance directly under municipal council. The firm states this model would “establish clearly defined operational roles, responsibilities, and decision-making frameworks to eliminate ambiguity and duplication,” improving accountability and coordination across services.

KPMG also noted that the current water and wastewater division lacked clearly defined responsibilities relative to other municipal departments, leading to inefficiencies.

Under the proposed model, current PUC staff would transition into municipal roles, while residents would continue to receive billing through Entegrus, with no changes to customer service.

Administration estimates the transition will take four to six months. During that time, the PUC would continue to operate under the current commission with no impact to residents.
