It could cost up to two hundred thousand dollars a year to implement a municipal sandbag program.
Council will debate the issue tonight.
The request was brought forward by Councillor Anthony Ceccacci back in May.
With record setting water levels across the great lakes, Lakeshore, Amherstburg, Leamington and Essex all offer bags and sand for free.
At about $2 a bag, about 100-thousand bags could be provided annually.
