Police in Windsor have identified the man responsible for the death of a six-year-old girl who was killed more than 50 years ago.

Ljubica Topic was playing outside her family’s home on Drouillard Road on May 14, 1971, when a stranger lured her away with the promise of money. Her body was later discovered near an alley just one kilometre away.

The Windsor Police Service announced this week that Frank Arthur Hall, who was 22 years old at the time, committed the murder. Hall died in Edmonton in February 2019.

Police said through relentless investigative work and advances in forensic technology, officers were able to solve the crime in 2019, however, at the time, police declined to identify Frank Hall as the murderer citing the Municipal Freedom of Information and Protection of Privacy Act.

A new leadership team within the police service reexamined and ultimately overturned the decision.

In 2022, the Windsor Police Major Crimes Unit was presented with the Ontario Homicide Investigators Association’s Lynda Shaw Memorial Award for solving the homicide.
